I have problems with the touch screen on top does not work, how can I solve this problem since
The computer has no application to set the touch screen.

You should be able to plug in a USB mouse to navigate the screen just like you can with a android phone with a bad digitizer. Not sure if you'll need a USB to micro USB adapter though
